Literacy rate has been used as a measurement of development and a means to help subordinate women in the Third World by empowering them through education. The focus of development programming often considers women’s economic position by improving their access to education and vocational planning. Literacy programs in Nepal illustrate some critical points of women 's empowerment approach. Robinson-Pant’s ethnographic work in Nepal questions the concept of development and women’s literacy program. She points out the different understanding of education and literacy between the locals and program planners and the locals who believe that education is a means to make women more efficient in their current gender roles in the domestic spheres rather than the means to empower women by increasing their access to economic participations (2000,p. 354). She also asserts that those women in Nepal see literacy class not as useful for their current roles as mothers and wives yet social space which provides self-expression and discussion by arguing that “the women’s group members saw these practices as necessary to get a loan from the aid agency (in order to keep a good relationship going) but did not share the view that literacy itself was a useful skill for improving their income” (2000,p. 360) and “these practices were viewed by both men and women as symbolic of the agency’s authority and not necessarily functionally useful” (2000,p. 360).
